RUSSIA – 2008 Work
Permit Quota Reached for Moscow; No Further Applications will be Accepted

As of May 26, 2008, Moscow had reached its 2008 quota for the number of
Employment Permits and Work Permits that could be issued for employment in its
region. The Federal Migration Service (FMS) of Russia will no longer accept
initial Employment Permit and initial Work Permit applications for Moscow for
nationals of "visa countries" (countries whose citizens require visas to enter
Russia). FMS will adjudicate applications it received prior to the quota being
reached.
The following applications are also subject to the quota and will no longer be
accepted by FMS: (1) Employment and Work Permit renewal applications for current
Work Permit holders and (2) Employment and Work Permit applications from
companies that submitted a Declaration of Need in 2007 for their employee
expectations for 2008.
While the Territorial Labor Department and Moscow Department of the Federal
Employment Service are still accepting Employment Permit applications and
issuing approvals; FMS is not expected to accept these applications for final
processing.
A "reserve quota" is set aside each year, which is 30% of the annual regional
quota (Moscow's annual quota is 105,664). However, the federal government's
decision to release the reserve quota is discretionary. An expected date for
this decision is not yet known. If the reserve quota is not released, new
employment permit applications will be accepted when the federal government
approves the 2009 quota, which should take place at the end of this year.
