U.A.E. – New Process for Verifying Diplomas

Under a new law, effective April 22, 2008, foreign nationals applying for work authorization for the United Arab Emirates (U.A.E.) must have their educational diploma(s) verified as follows:

1. Original diploma(s) must first be authenticated in the country of issuance by the relevant government authority;
2. The authenticated diploma must then be legalized by the U.A.E. consulate in the country where the diploma was issued; and
3. The legalized, authenticated diploma must be authenticated by the Foreign Ministry in the U.A.E.

The new law replaces the degree verification system established in 2005 and nullifies the penalties for non-compliance (e.g., presentation of counterfeit documents) under the old system. A government committee is considering new penalties for non-compliance, as well as new fees for the revised verification procedure. Verification under the previous system cost 500 dirhams (approximately US $ 135).

Finally, under the new law, a sponsoring entity is responsible for the timely exit of any foreign national in the U.A.E. whose diploma has not been properly verified. Should the foreign national remain in the U.A.E. without proper work or residence authorization, both the foreign national and the sponsoring entity could be subject to civil and criminal penalties. Furthermore, the sponsoring entity could have its status with the Ministry of Labor downgraded.
