CHINA - Changes to Immigration Requirements in Beijing and Shanghai
by Fragomen, Del Rey, Bernsen & Loewy, LLP

The Chinese government continues to change immigration requirements in Beijing and Shanghai. The Chinese government is expected to implement further key changes in the next few months.

Beijing and Shanghai: "L" (Tourist) Visas and "F" (Business) Visas
The maximum length of stay under an "L" or "F" visa is now restricted to 90 days, including extensions. Previously, "L" and "F" visa holders could remain in Beijing or Shanghai for up to 365 days, including extensions.

Applications for "L" and "F" visa extensions must now be done in person. For "F" visa extensions, applicants must present the original business license of their local sponsoring entity.

Beijing: Post-Arrival Registration
In Beijing, all Work Permit and Residence Permit holders are now required to submit Temporary Residence Registration Forms each time they return from international travel. Foreign national residents as well as temporary visitors ("L" and "F" visa holders) in Beijing are required to comply with post-arrival registration.

Previously, Beijing only required post-arrival registration for temporary visitors. Outside Beijing, the registration requirement continues to apply only to temporary visitors.

By way of reminder, foreign nationals staying in urban areas must register within 24 hours of arrival, while those staying in rural areas must register within 72 hours of arrival. Temporary visitors typically complete the registration process at their hotel or other public accommodation. Those staying in private lodgings, such as at the residence of a Chinese national or foreign national resident, must register with the local police bureau.

Fragomen will continue to monitor developments in these areas and issue updates as necessary.
