Cost of Living

Moscow, Russia’s capital, is home to the majority of the country’s expats, and the city is ranked among the top 20 costliest cities in the world for expats. Moscow is a metropolis with a population of more than 11 million.


Most expats in Russia live in Moscow, where they dominate Moscow’s luxury housing market, accounting for up to 80 percent of tenants. Since the international sanctions and decline in the value of the ruble, many international companies reduced their presence on the Russian market provoking an ‘expat flight’ from Moscow.


Russia is the largest country in the world, spanning two continents and stretching nearly 5,000 miles. The country’s extensive transportation network includes a web of highways, railroads and airlines from the western end of the country all the way to the Far East.

Medical Care/Health Insurance

All citizens and foreign workers are eligible for free public services, although the quality of medical care in the public sector is below Western standards. Most public hospitals are not equipped to handle anything more than minor health issues.

Work Schedules and Holidays

Russian labor law is codified in the Labor Code of the Russian Federation, which has been in effect since 2002. According to the law, the standard work week for adults is 40 hours.


The taxation of foreign nationals in Russia is complex and varies depending on the country of origin. Expats living in Russia are advised to seek professional tax advice.

Social Security and Pension

Generally, in order to receive a Russian old age pension, a male employee must have reached 60 years of age, and a female employee must have reached 55 years of age. An employee must also have at least five years of social insurance coverage.
