The cost of living in Norway is very high. In one survey, Norway was named the fifth most expensive country for expatriates. All residents of Norway, whether they live in an apartment or own their own home, spend a good portion of their income on housing.

Persons who become ill in Norway are guaranteed medical treatment. As a basic principle, health services are to be distributed according to need, not according to ability to pay. The Norwegian waiting list system for hospital treatment is unique. With the exception of emergency treatment, one must be placed on a waiting list to get an appointment for an examination or treatment at a public hospital. The wait can be as long as three months.
